Summary
For Phase I, WorldView Solutions developed a geodatabase and data model for the City to support city-wide conversion of parcel and zoning data. WorldView also integrated planimetric, state, and federal data into the City’s GIS. Wherever practicable, WorldView converted parcel data using plat based COGO and heads up digitization techniques against an orthophoto base. Wherever plat data was unavailable or obsolete, scans of City tax maps were georeferenced and parcels digitized against an orthophoto base using plat-derived parcels as anchors. For this phase, WorldView also developed, deployed and is currently hosting a web-based mapping application that allows the public to access property assessment, zoning, and other information of interest. Phase II involved field verification of site addresses and road centerline address ranges as well as the field capture of sewer and storm water features. Storm water and sanitary sewer features were then modeled within the GIS to accurately depict flow direction and accumulation. WorldView currently provides as-needed GIS support to the City, providing data updates and ad-hoc map development services to City administration, public schools and emergency services personnel.

Summary
This enterprise-wide data development project, among other tasks, encompassed the development of emergency services data layers, including site addresses and addressable road centerlines. This involved a combination of source material conversion and field verification techniques. The entire City was fully field verified in terms of site addresses as well as road centerline names and address ranges. This dataset was integrated for use within the E911 CAD system at the consolidated PSAP operated by York County. WorldView also maintains and updates the City’s emergency services GIS data on a quarterly basis and coordinates the posting of these updates to the CAD system with York County.
